Since the identification of FAS, it has been quite clear that the primary effect of alcohol on the fetus is on the developing brain (Jones et al. 2006). So for the past three decades, there have been efforts to identify the specific brain structures and mechanisms that are affected by prenatal exposure to alcohol and the neurobehavioral characteristics of FASD. To date, the hippocampus and the dopamine system have received the most attention. Rafael Galindo and his colleagues (Galindo, Zamudio and Valenzuela 2005) have described the adverse effects of alcohol on hippocampal formation, effects that account for observed deficits in learning and memory.

We appreciate that there are many nuances and many differences between the United States and Canada and among the Nordic nations that we do not cover. Our goal, however, is not to deal with all the nuances and qualifications but to illustrate the overarching connection between what goes on in the family and what goes on in child and family policies and in political cultures. In the final chapter, we offer some thoughts on the challenges faced and on the changes needed to lessen the incidence of violence against children and thereby violent children.

The researchers concluded that the violent act was caused by a combination of the youth’s poor judgment resulting from neural damage due to prenatal alcohol exposure, and the concurrent influence of his alcohol use.
